Scott Mills
Scott Mills, 66, of South Charleston, West Virginia, passed away peacefully on August 1, 2026.
Scott was born on July 3, 1960, at Charleston Memorial Hospital in Charleston, West Virginia, to Raymond Mills and Beverley Serrato. He was lovingly raised by his mother and stepfather, Jose Serrato, in South Charleston, where he spent much of his life.
A proud graduate of South Charleston High School, Class of 1979, Scott answered the call to serve his country by enlisting in the United States Air Force. He proudly served four years as a crew chief on the F-4 Phantom II—a role he cherished and one he was always eager to talk about with anyone willing to listen.
Throughout his life, Scott worked in floor covering, drywall, retail, and general maintenance before retiring from Sacred Heart in Charleston. He was known for his strong work ethic, dependable nature, and willingness to lend a helping hand whenever it was needed.
Scott was preceded in death by his father, Raymond Mills, and his stepfather, Jose Serrato.
He is survived by his mother, Beverley Serrato; his three sons, Brian Mills of Georgia; David Mills and his wife, Ashley, of Alabama; and Brett Mills and his wife, Mary Hannah, of Georgia. He was an incredibly proud grandfather to seven grandchildren—Dayton, Cora, Laney, Jessie Brooke, Landon, Bailey, and Jaxson—each of whom held a special place in his heart.
He is also survived by his brothers: David Mills and his wife, Cindy, of Milton, West Virginia; Doug Westmill and his wife Lorri, of Columbus, Ohio; Michael Serrato and his wife, Emily, of Charlotte, North Carolina; Joe Serrato and his wife, Judy, of San Francisco, California; and his half-brother, Raymond Mills, of Hemet, California, along with many nieces, nephews, extended family members, and dear friends.
To know Scott was to know someone who never met a stranger. He had an extraordinary gift for making people feel like they were the most important person in the room. Whether it was through a well-timed joke, a witty remark, a story that made everyone laugh, or simply making sure you had something to eat or drink, Scott wanted everyone around him to enjoy themselves. He could just as easily make you laugh as he could lovingly get under your skin—and he took pride in both.
If you ever needed him, Scott was there. It didn’t matter whether it was two o’clock in the morning or four in the afternoon; if you called, he answered. He cared deeply for his family, his neighbors, his community, and his country. He was immensely proud of his Scottish heritage and being a certified highland lord and rarely missed an opportunity to remind those around him of it.
Scott also had a lifelong passion for Harley-Davidson motorcycles and took tremendous pride in his own bike. He was a proud member of the DT Riders in the Charleston area, where he enjoyed the camaraderie and friendships that came with the open road.
Scott’s greatest legacy is not found in the jobs he worked or the miles he rode, but in the countless lives he touched through his generosity, humor, loyalty, and unwavering willingness to be there for others. His chair may now sit empty, but his stories, laughter, and love will live on in the hearts of all who knew him.
His memory will continue to ride with us, guide us, and remind us to live with kindness, laughter, and an open heart—just as Scott did every day of his life.
A service to Honor the Life of Scott will be held at 1:00 pm. Wednesday, August 5 at Snodgrass Funeral Home. Burial with full military honors will follow in Donel C. Kinnard Memorial State Veterans Cemetery in Dunbar. Friends may visit from noon until service time.

Scott Mills , you did it ,A big time Roll Out, Just the way you would enjoy it, on your Harley. As I’m sitting here I see our young days of nothing but a bunch of laughs, every where we went we never met a stranger, you are going to be so missed by so many . You are rejoicing in the Lord right now in that big blue yonder ‘ walking and waking all them up . We had some great times. I can hear your laughter now it was one of a kind . May you Rest In Peace Scott until we meet again !

Scott was a great person always love when he came to Florida to visit. He always gave his best to everyone he met. Always ready to give a helping hand to each and everyone. You sure will be missed. Fly high sweet friend. Heaven gained a great friend. Love you Teresa Mott
